Recent Law Changes
Clarifications to Equal Credit Opportunity Act Regulations
This amendment to Regulation B under the Equal Credit Opportunity Act clarifies requirements related to disparate impact, discouragement of applicants or prospective applicants, and special purpose credit programs. Before this change, these areas were less clear, leading to potential confusion for creditors and consumers alike. Now, creditors will have clearer guidelines on how to comply with ECOA, which could reduce the risk of unintentional discrimination in lending practices. This affects financial institutions that offer credit products and their customers. The changes take effect on July 21, 2026.
Changes to Child Care and Development Fund Regulations
This law changes regulations for the Child Care and Development Fund (CCDF), reducing requirements on states and territories that administer the program. Previously, there were strict rules about family co-payments, direct service provision through grants or contracts, prospective payments to providers, and payment based on enrollment. Now, these requirements are removed, giving more flexibility to state programs. This affects families receiving child care assistance and the organizations providing it. The changes take effect on July 13, 2026.
Modernizing Spectrum Sharing for Satellite Broadband
This law changes how satellite broadband services share radio frequencies. Before this change, older limits on power levels were in place that made it difficult to provide faster internet from newer satellites. Now, the Federal Communications Commission has updated these rules to allow more efficient use of spectrum, which could bring faster internet speeds to rural and remote areas. The new rules also encourage satellite operators to negotiate their own agreements for interference protection while setting technical safeguards when they cannot agree.
Rescinding Contract Provisions for Federal-Aid Construction Contracts
Previously, there were specific contract provisions required for federal-aid construction contracts. The Federal Highway Administration (FHWA) has now rescinded these requirements because they are deemed no longer necessary. This change affects contractors and agencies involved in federal-aid construction projects other than those related to the Appalachian region. The new rule takes effect on June 10, 2026.
Expansion of Milk Options in Child Nutrition Programs
Under this new law, schools and child and adult care providers participating in federal nutrition programs can now offer whole milk and reduced-fat milk to participants aged two years and older. Previously, there were restrictions on the types of milk that could be served. This change supports dietary guidelines and gives program operators more flexibility to meet nutritional needs and preferences. The rule takes effect on June 8, 2026.
